In a move aimed at supporting the renewable energy sector and ensuring a smoother transition to domestic solar manufacturing, the Ministry of New and Renewable Energy (MNRE) has extended the exemption timeline for select solar projects under the Approved List of Models and Manufacturers (ALMM) List-II until December 31, 2026.
The extension applies to net metering and open access renewable energy projects, offering developers additional time to procure solar modules without being subject to the ALMM List-II requirements. The earlier exemption was scheduled to expire on May 31, 2026.
No Change in ALMM Policy for Solar Cells
The ministry clarified that the latest decision does not alter the implementation of ALMM List-II for solar photovoltaic (PV) cells. Instead, it provides a limited relief window for specific categories of solar projects while maintaining the government’s broader objective of strengthening domestic solar manufacturing.
According to MNRE, the extension is intended to facilitate a gradual transition for the industry without disrupting ongoing and upcoming renewable energy projects.

Relief for Developers and Manufacturers
The extended exemption is expected to benefit project developers by providing greater flexibility in sourcing solar modules for eligible projects. At the same time, the ministry said the measure will also support standalone solar PV module manufacturers by creating additional demand for existing inventories and safeguarding investments already made in production.
The government noted that the domestic manufacturing ecosystem continues to expand, with the number of ALMM-approved solar cell manufacturers steadily increasing. The additional transition period will enable module manufacturers to progressively increase procurement from approved domestic cell manufacturers as production capacity grows.
Strengthening India’s Solar Manufacturing Ecosystem
MNRE reiterated that promoting indigenous solar PV manufacturing remains a key priority under India’s clean energy and self-reliance agenda. The government is working to strengthen the domestic solar value chain, reduce import dependence and enhance India’s competitiveness in the global renewable energy market.
The ministry said the extension balances the immediate needs of project developers with the long-term objective of building a robust domestic manufacturing ecosystem capable of supporting the country’s rapidly growing solar capacity.
The latest decision is expected to provide greater certainty to stakeholders while ensuring continued momentum in India’s renewable energy deployment.
