India is set to take another step towards building a domestic telecom manufacturing ecosystem with the Department of Telecommunications (DoT) and the Government of Madhya Pradesh signing an MoU for the establishment of the country’s first Telecom Manufacturing Zone (TMZ) in Gwalior.

The agreement, signed in the presence of Hon’ble Union Minister for Communications Shri Jyotiraditya M. Scindia, Hon’ble Chief Minister of Madhya Pradesh Shri Mohan Yadav and Hon’ble Minister of State for Communications Shri Chandra Sekhar Pemmasani is aimed at creating an integrated manufacturing and technology cluster for telecom and electronics companies.

The proposed TMZ will be developed as a 350-acre plug-and-play industrial cluster, bringing together manufacturing, research and development, innovation and allied activities. The project is intended to create a broader ecosystem around telecom equipment and related technologies rather than functioning simply as an industrial park for individual manufacturers.

₹493 crore Central Support for Phase-I

The Central Government will provide 100% funding for Phase-I infrastructure, with an allocation of ₹493 crores for the development of core infrastructure at the zone. Madhya Pradesh, meanwhile, is providing approximately 170 acres of land free of cost for the project. The land includes 100 acres in the SADA region and 70 acres in the Gwalior IT Park, with the state government valuing the combined support at around ₹596 crores. Additional land is expected to be made available under a concessional policy framework.

Under the state’s policy package, eligible units can also receive incentives including capital subsidy, employment generation assistance, skill-development support, power tariff benefits and reimbursement of certain statutory charges. The package also includes export and R&D-related incentives.

Investment and Employment Potential

The Telecom Manufacturing Zone is expected to attract significant private investment over time. According to the government, the project has initial investment commitments of around ₹5,000 crores for Phase-I, while total investment could reach ₹12,000-15,000 crores over the longer term. The zone is expected to generate approximately 14,000 direct skilled jobs, including around 3,500 positions during Phase-I, in addition to tens of thousands of indirect employment opportunities.

Following the MoU signing, an investor roundtable involving telecom manufacturers and other industry stakeholders also resulted in ₹3,500 crore of investment commitments and 14,000 job opportunities for the zone, according to the government.

Telecom Companies Expected to Anchor the Zone

The proposed zone is expected to bring together companies and institutions from across the telecom value chain. The government has identified Dixon Technologies, HFCL, Tejas Networks, VVDN and Syrma SGS among the industry players anchoring the proposed zone.

The TMZ is also planned to cover a wide range of activities, including mobile devices, optical fibre, advanced semiconductor technologies and research and development for next-generation 5G and 6G technologies. Dedicated R&D centres, common testing laboratories and certification facilities are expected to support the development and validation of telecom technologies and products against global standards.

A Broader Telecom Manufacturing Ecosystem

One of the more significant aspects of the Gwalior project is its emphasis on bringing multiple parts of the telecom manufacturing chain into one location. The proposed zone is expected to create synergies with national initiatives including the India Semiconductor Mission (ISM), Electronics Components Manufacturing Scheme (ECMS) and Telecom Technology Development Fund (TTDF).

The government expects the zone to support domestic production of critical telecom equipment such as routers, antennas, optical fibre and chips, while also strengthening domestic supply chains and supporting exports. This integrated approach could make the project more significant than a conventional manufacturing cluster. By combining production facilities with R&D, testing, certification and common infrastructure, the TMZ is intended to create an environment where companies can develop and manufacture telecom products within a connected ecosystem.

Gwalior’s Emerging Industrial Role

The project also gives Gwalior a new role in Madhya Pradesh’s industrial and technology landscape. The State Government has positioned the TMZ as a potential technology and manufacturing hub for Central India, while the Centre sees the project as part of a broader effort to strengthen India’s position in the global telecom manufacturing ecosystem.

For India, the development comes at a time when telecom equipment manufacturing is increasingly tied to questions of supply-chain resilience, technology development and strategic infrastructure. The government has been seeking to move beyond telecom services and strengthen India’s position in telecom product manufacturing. The Gwalior TMZ is intended to support that transition by bringing manufacturing, R&D, design, testing and other capabilities closer together.

A New Chapter for India’s Telecom Manufacturing Push

The signing of the MoU establishes the institutional framework for taking the project forward. A Special Purpose Vehicle (SPV) will be created for the TMZ, with 51% equity from the Government of Madhya Pradesh and 49% from the Department of Telecommunications.

The next phase will therefore be about translating the framework into infrastructure, attracting manufacturers, developing the supporting ecosystem and converting investment commitments into operational capacity. For India’s telecom industry, the Gwalior project represents a push towards deeper domestic manufacturing and a more integrated value chain, from design and research to testing and production.
