Tata Power and Bharat Petroleum Corporation Limited (BPCL) are joining hands to strengthen the power infrastructure supporting one of Mumbai’s major refinery projects. Under a newly signed Memorandum of Understanding (MoU), Tata Power will develop 110 kV power connectivity and associated infrastructure to meet the 90 MW electricity requirement of BPCL’s Petro Resid Fluidized Catalytic Cracking Unit (PRFCCU) at its Mumbai Refinery.
The agreement comes as BPCL advances its ₹14,203 crore PRFCCU project, which has a planned processing capacity of 3 million metric tonnes per annum (MMTPA). Described as a first-of-its-kind project in India, the facility is also the largest project being undertaken at BPCL’s Mumbai Refinery and its second-largest project currently under execution.
A Major Refinery Investment Calls for Stronger Power Infrastructure
Large-scale refinery operations depend on a reliable and robust electricity supply to support complex industrial processes. With a power requirement of approximately 90 MW, BPCL’s PRFCCU project requires dedicated high-voltage connectivity and supporting infrastructure.
Tata Power will undertake the development of the 110 kV power infrastructure required to connect the refinery project to the electricity network. The arrangement is expected to support the facility’s power requirements while strengthening the transmission infrastructure serving the Trombay area.
The estimated combined investment by Tata Power and BPCL for the associated power infrastructure is approximately ₹250 crore. The development is expected to be completed over around 24 months, subject to the required approvals and project milestones.

₹14,203 Crore PRFCCU Project: A Major Refinery Investment
BPCL’s PRFCCU project represents a significant investment in the expansion and development of its Mumbai Refinery. With a proposed capacity of 3 MMTPA, the facility is a major component of the company’s ongoing refinery development programme.
The project’s scale also highlights the importance of supporting infrastructure, including electricity connectivity, transmission facilities and other essential utilities. The 110 kV power infrastructure being developed by Tata Power is intended to meet the refinery unit’s substantial electricity demand.
Strengthening Power Transmission Capacity in Trombay
The agreement also adds to Tata Power’s ongoing efforts to strengthen its transmission network in the Trombay region. The company has indicated plans to develop a 400 kV transmission facility at Trombay over the next five years to enhance power evacuation capacity and improve grid availability.
While this proposed 400 kV facility is a longer-term development, the current 110 kV infrastructure agreement with BPCL represents a separate project linked to the refinery’s immediate power requirements.
