The Cabinet Committee on Economic Affairs (CCEA), chaired by Hon’ble Prime Minister of India Shri Narendra Modi has approved implementation of the ITMS Project by Delhi Police at an estimated cost of Rs.1,789.52 crores, inclusive of taxes. The project will cover 42 identified traffic corridors and will be implemented in three phases over 24 months, followed by five years of operation and maintenance.

As part of the wider efforts of the Central Government and the Government of NCT of Delhi to improve traffic management, transport infrastructure and urban mobility in the National Capital, a major technology-led initiative will now be taken up through the Intelligent Traffic Management System (ITMS). The project will enable Delhi’s existing road network to be managed more intelligently through real-time traffic data, adaptive traffic signals, automated enforcement and integrated command-and-control systems.

Delhi has around 71 lakh active registered vehicles. Vehicular growth has substantially outpaced expansion of road infrastructure, while traffic regulation continues to depend significantly on fixed signal timings and manual intervention. The ITMS seeks to make better use of the available road capacity by enabling traffic management to respond dynamically to actual conditions on the road.

Benefits:

Smarter traffic signals and smoother movement:

Adaptive Traffic Control Systems will adjust signal timings in response to real-time traffic conditions and coordinate signals across identified corridors. This will help minimize unnecessary stoppages, reduce delays and improve traffic flow.

Priority movement for ambulances and emergency vehicles:

The system will enable green corridors and provide priority passage for emergency vehicles, helping them navigate congested stretches more efficiently.

Faster response to congestion and incidents:

Real-time monitoring will detect congestion, slow-moving traffic and road incidents, enabling Delhi Police to respond more quickly and implement diversions when required.

Timely traffic information for commuters:

Variable Message Signs and digital platforms will provide updates on congestion, diversions, parking availability and prevailing traffic conditions. Relevant information may also be shared with navigation service providers, helping commuters plan their journeys more effectively.

Stronger and technology-driven enforcement:

The system will enhance automated detection of traffic violations, including red-light and stop-line violations, speeding, wrong-way driving, non-use of helmets and seat belts, illegal parking and mobile phone use while driving. AI-based analytics will further support the identification of stolen, hot-listed and blacklisted vehicles, repeat offenders and vehicles associated with hit-and-run incidents.

Integrated City-Wide Traffic Management:

The ITMS will create a unified framework for traffic regulation, enforcement and dissemination of real-time information through integrated Traffic Command and Control Centres. These centres will be backed by secure Data Centre and Disaster Recovery infrastructure, while open standards and APIs will support seamless integration with future systems and allow the platform to scale as requirements evolve.

The project will deploy 1,092 Adaptive Traffic Control System locations and 1,029 enforcement locations across the identified network. Implementation will follow a performance-based approach, with each phase proceeding only after the successful assessment of the preceding phase against defined testing, commissioning, acceptance and performance criteria.

Delhi Police will execute the project through a Master System Integrator, to be selected through a competitive bidding process. The Centre for Development of Advanced Computing (C-DAC) will serve as the Project Management Consultant, providing technical support for scrutiny, monitoring, validation and acceptance throughout implementation and the subsequent operation and maintenance period.

The ITMS is intended to complement ongoing investments in Delhi’s road and transport infrastructure by adding the real-time technology and intelligence needed to manage existing road capacity more effectively. By bringing traffic monitoring, control and enforcement onto an integrated platform, the project is expected to support smoother traffic flow, improved road safety, quicker responses to incidents, stronger enforcement and a more predictable travel experience for commuters.
