SJVN Limited has issued a Request for Selection (RfS) inviting bids from eligible developers for the establishment of a 265 MW/530 MWh Standalone Battery Energy Storage System (BESS) project in Haryana under the Viability Gap Funding (VGF) scheme.
The tender has been floated through tariff-based competitive bidding and aims to strengthen Haryana’s power infrastructure by deploying utility-scale battery energy storage systems capable of improving grid stability, integrating renewable energy and supporting reliable power supply.
The project comprises 250 MW/500 MWh of battery storage supported under the Ministry of Power’s Power System Development Fund (PSDF)-backed VGF Scheme and an additional 15 MW/30 MWh under the State Component of the Viability Gap Funding Scheme. The Ministry of Power has allocated financial support of ₹18 lakh per MWh for eligible battery storage capacity under the applicable schemes, subject to the terms and operational guidelines issued by the Government of India.

SJVN has been appointed by Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) as the implementing agency and intermediary procurer for the project. The selected Battery Energy Storage System Developer (BESSD) will develop, own and operate the standalone battery storage facilities while supplying storage capacity to SJVN under a Battery Energy Storage Purchase Agreement (BESPA). SJVN will subsequently make the contracted storage capacity available to the end procurer through a back-to-back Battery Energy Storage Sale Agreement (BESSA). The project will be developed on a Build, Own and Operate (BOO) basis with a contract tenure of 12 years.

Battery Energy Storage Systems are increasingly becoming an important component of India’s energy transition by supporting renewable energy integration, reducing grid congestion, improving peak demand management and enhancing overall power system reliability.
The tender was issued on July 24, 2026, and the last date for submission of bids is August 21, 2026.
